Sometimes it's just because it's an older game, but sometimes the game is brand new and doesn't have an option to switch to Toggle! This has happened to myself, with games such as Metal Gear Solid V, Fallout 4, and The Division. Unfortunately, for us toggle users, every so often you get one of those games that seems hell-bent on making you Hold to ADS, and no matter how hard you look, you cannot find an option to switch the control to Toggle ADS so that you can aim more comfortably. I, myself, am a Toggle user, out of preference. Everything usually ends up working out fine games typically give you the option to choose between Hold and Toggle to ADS, and everybody is happy!
